A CRE solar tender, from the bid to the dossier productible
For a French CRE call for tenders, pvSpline carries the bid through the financial model and writes the energy-yield dossier the specifications ask for, the dossier productible: P50, P90 and P99, the loss cascade, the remuneration and the simplified carbon assessment.
Two tender families
Tick CRE tender bid enabled on the TENDER card and pick the family: the simplified tender for plants of 100 to 500 kWp on buildings or canopies, and on the ground since its second period, or PPE2 for ground-mounted plants above 500 kWp. The period is a text field, so a later period can simply be typed.
The bid in the financial model
Enter the reference price T0 in €/MWh and its indexation coefficient L, typed or worked out for every contract year from the INSEE indices (ICHTrev-TS and FM0ABE0000) and their expected growth. In the full-sale system type, the whole production is then sold at the indexed reference price, and the financial table, the NPV and the IRR follow the bid.
The complément de rémunération, year by year
With twelve monthly market prices M0, the reference revenue splits into market sales and the complement, settled month by month on the site’s production, with a management premium on top. When the market price passes the reference price, the negative complement is paid back, as the CRE rule has it, paid back up to a cap, or kept. The report sets out the settlement year by year.
The dossier productible
- The project: its identity, the delivery point (PRM), the tender family and period, the installed power.
- The yield: an hourly simulation on PVGIS data, losses per NF EN 61724-1, and the annual and cumulative energy at P50, P90 and P99 per IEC 61724-3.
- The loss cascade, stage by stage, and the reference price and remuneration figures.
- The simplified carbon assessment (ECS): the modules’ certified carbon footprint against the ceiling of the family, with a verdict: below the ceiling, above it, or carbon data missing.
The dossier is written in French, as the tender asks, and downloads as a PDF from the run.
P50, P90 and P99
Every run is a distribution. Its spread combines the year-to-year variability of the weather, the bias of the irradiance database, the model residual, soiling and availability, and grows with ageing, following IEC 61724-3 and IEA PVPS Task 13. The dossier prints the lifetime average at each exceedance level.
A tender dossier in five steps
- On the Project tab, set System type on the SIMULATION card to Full export.
- Tick CRE tender bid enabled on the TENDER card, then choose the family and the period.
- Enter the reference price and its indexation, and the monthly market prices if you settle month by month.
- Run the simulation.
- On Results, open the Tender dossier tab and click Download PDF.
Questions
Is the dossier in French?
Always, whatever the interface language, as the tender asks.
Does the bid change the NPV of a self-consumption project?
No. The bid replaces the purchase tariff only in full sale. In the other system types the dossier and its carbon check still apply, and the bid’s revenue is shown apart from the cash flow.
At which percentile are the dossier’s figures?
Its table gives the lifetime average at P50, P90 and P99. The specific yield under it and the loss cascade are first-year figures at the project’s percentile, P90 unless you pick another: pick P50 and run again to print them at P50.
The fastest way to judge a simulation tool is to run it on a project you already know.
